Overall, the deregulation of genetically engineered (GE) crops for commercial cultivation in North America has been a success story. In several cases, however, GE crops have sparked concerns and disagreements among the stakeholders and there are incidences of court lawsuits, including a recent one on glyphosate resistant (GR) alfalfa (Medicago sativa, L.). While GE crops can provide operational benefits to farmers, challenges are looming from commercialization of perennial GE crops. The unique ecology and biology of these crops and GE alfalfa (...) in particular can facilitate adventitious presence (AP) of GE traits and it makes more visible that economic risks for conventional growers and food/feed producers have not been adequately addressed by the GE regulatory system in the United States (US). Asynchronous market approvals and the existence of a number of GE sensitive export markets create uncertainties among the exporters. Policy development in these fields may be helpful for ensuring a broader acceptance and market success of GE agriculture in general. The analysis is focusing on the US, although many diagnosed problems are also relevant to other jurisdictions—in particular if no co-existence policy is in place. (shrink)

In a discussion-note in Mind, Father P. M. Farrell, O.P., gave an account, in what he admitted to be an embarrassingly brief compass, of the Thomist doctrine concerning evil. There is one sentence in this discussion which at first glance appears paradoxical. Father Farrell has been arguing that a universe containing ‘corruptible good’ as well as incorruptible is better than one containing ‘incorruptible good’ only. He continues: ‘If, however, they are to manifest this corruptible good, they must be corruptible and (...) they must sometimes corrupt.’ The final words, despite Father Farrell's italics, strike one as expressing, not a self-evident truth, but a non sequitur. The fact that I am capable of committing murder does not entail that I will at some time commit it. It is not immediately obvious that a similar entailment holds in the case of corruption and corruptibility. (shrink)

Not long ago, under the influence of Michel Foucault, one spoke of the conjunction of knowledge and power, but in this post-truth era power appears singularly uninterested in knowledge, even as the supporters of Donald Trump claim that he alone of all politicians speaks the truth. This essay proposes to examine the relations of power and knowledge under the present populist assault. This analysis begins in the work of Claude Lefort, who spoke of the separation of knowledge and power in (...) democracy’s symbolic regime, and is then counterposed to Ernesto Laclau’s understanding of ‘populist reason’ in order to explore the present torsion of this relation to the point where power can appear not just separated from, but opposed to knowledge. It will be argued that it is less a question of post-truth than of different forms of truth with different truth claims, borne by different imperatives, and tied to different forms of representation – truth claims that can, in relation to each other, be indifferent, complementary, or conflictual. With this in mind, the essay asks: what is the relation of the people to truth? Do those who claim to represent the people seek possession of a different kind of truth? What is the relation of populism to ideology? And what is populism’s relation to ‘post-modernism’? (shrink)

Research Ethics Committees (RECs) are frequently a focus of complaints from researchers, but evidence about the operation and decisions of RECs tends to be anecdotal. We conducted a systematic study to identify and compare the ethical issues raised in 54 letters to researchers about the same 18 applications submitted to three RECs over one year. The most common type of ethical trouble identified in REC letters related to informed consent, followed by scientific design and conduct, care and protection of research (...) participants, confidentiality, recruitment and documentation. Community considerations were least frequently raised. There was evidence of variability in the ethical troubles identified and the remedies recommended. This analysis suggests that some principles may be more institutionalized than others, and offers some evidence of inconsistency between RECs. Inconsistency is often treated as evidence of incompetence and caprice, but a more sophisticated understanding of the role of RECs and their functioning is required. (shrink)

We may be at the brink of a Kuhnian paradigm shift when it comes to the categorical classification system of mental disorders. Reviewing more than 30 years of critical literature on the categorical classification of personality disorders, Kueger, Hopwood, Wright, and Markon conclude that the Diagnostic and Statistical Manual of Mental Disorders is "fundamentally broken". One of the most extensive yet least conclusive methodological debates within religious studies revolves around the question of what, precisely, the phenomenology of religion is and what contribution it can make to the study of religion. I do not intend to answer this important question here. To do so satisfactorily would require a range of historical, philosophical and methodological inquiry which would go quite beyond the bounds of a single article. My intention in this paper is, by comparison, unambitious. It (...) is to take one view of what phenomenology of religion is and to consider an area outside that usually explored by students of religion which can, nonetheless, shed some light on how religions might be studied in a way which is in accordance with the phenomenology of religion so understood. What follows will offer an answer to the question of what contribution one particular understanding of phenomenology might make to the study of religion, but no attempt will be made to establish whether or not this particular understanding ought to be regarded as normative. Contemporary Foucauldian research assimilates the political with governance. This formulation dates to Foucault's emphasis on the significance of the anti-Machiavellians in introducing the concept of governance into political theory. Returning to Machiavelli, we argue that early modern political theory was instead characterized by the simultaneous problematization of ruler and ruled, and the co-constitution of sovereignty and governance. We then outline the relation of ruler and ruled in the political structure of the democratic sovereign. Concepts of both sovereignty and governance are (...) necessary to theorize the political in modernity, including the dangers that arise from fusing sovereignty and governance, as occurred during the Nazi period in Germany, when the distinction between the sovereign people and the governed population was conflated. One of the core values to be applied by a body reviewing the ethics of human research is justice. The inclusion of justice as a requirement in the ethical review of human research is relatively recent and its utility had been largely unexamined until debates arose about the conduct of international biomedical research in the late 1990s. The subsequent amendment of authoritative documents in ways that appeared to shift the meaning of conceptions of justice generated a great deal of controversy. (...) Another difficulty has been that both the theory and the substance of justice that are applied by researchers or reviewers can be frequently seen to be subjective. Both the concept of justice — whether distributive or commutative — and what counts as a just distribution or exchange — are given different weight and meanings by different people.In this paper, the origins and more recent debates about the requirement to consider justice as a criterion in the ethical review of human research are traced, relevant conceptions of justice are distinguished, and the manner in which they can be applied meaningfully in the ethical review of all human research is identified.We also explain the way that these concepts are articulated in, and the intent and function of, specific paragraphs of the National Statementon Ethical Conduct in Human Research (2007). The National Statement identifies a number of issues that should be considered when a human research ethics committee is reviewing the justice aspects of an application. We provide guidance to researchers as to how they can show that there is a fair distribution of burdens and benefits in the participant experience and the research outcomes. We also provide practical guidance to researchers on how to think through issues of justice so that they can demonstrate that the design of their research projects meets this ethical requirement. Networks and the World Wide Web seem to provide an answer to efficiently creating and disseminating knowledge resources. Knowledge, however, is ambiguous in character, and contains both explicit (information) and tacit dimensions - the latter being difficult to value as well as to transfer. Participant identity, commitment and behaviour within the network also affect the sharing of knowledge. Hence, existing laws and norms (including property rights) which have been established on the basis of discrete transactions and monetary value-oriented exchange may (...) not be adequate to deal with the whole spectrum of knowledge transfer. A model is needed to address transfer across a large heterogeneous network. We introduce the concept of sub-networks where tacit knowledge resides and argue that considering social norms underlying trust and other informal mechanisms provides a more suitable basis for understanding the exchange of tacit knowledge. Norm establishment is complicated by the fact that values differ across cultures; however, the social norms that underpin sub-networks can sustain knowledge transfer within them. The purpose of this conceptual article is to introduce the concept of sub-networks and to identify the sub-network/network relationship as an area in which it is necessary to look beyond property rights and raise the issue of norms. We believe that an analysis of the role of social norms in knowledge sub-networks and their interaction with global networks points to a key element in understanding networks and any emerging theory of network ethics in the twenty-first century. This book describes a program of research in computable structure theory. The goal is to find definability conditions corresponding to bounds on complexity which persist under isomorphism. The results apply to familiar kinds of structures (groups, fields, vector spaces, linear orderings Boolean algebras, Abelian p-groups, models of arithmetic). There are many interesting results already, but there are also many natural questions still to be answered. The book is self-contained in that it includes necessary background material from recursion theory (ordinal notations, (...) the hyperarithmetical hierarchy) and model theory (infinitary formulas, consistency properties). The logics considered here are the propositional Linear Logic and propositional Intuitionistic Linear Logic extended by a knotted structural rule: γ, xn → y / γ, xm → y. It is proved that the class of algebraic models for such a logic has the finite embeddability property, meaning that every finite partial subalgebra of an algebra in the class can be embedded into a finite full algebra in the class. In vitro studies using isolated diatom spindles demonstrate that the primary mechano‐chemical event responsible for spindle elongation is the sliding apart of half‐spindle microtubules. Further, these forces are generated within the zone of microtubule overlap in the spindle midzone.

In an interesting article on Kierkegaard and the “Existential” Philosophy, contributed to the number of Philosophy for July 1941, Miss Dorothy Emmet counselled her readers to make themselves acquainted with the Journals of the famous Danish thinker, now rendered accessible to Englishmen ignorant of his language by the translation of Mr. Dru. I have taken her advice and am grateful to her for it. I am not indeed convinced that this self-revelation of a remarkable personality can be ranked among the (...) great autobiographies of the world. It seems to me to fall, if only on account of its lack of unity as a work of literary art, below the standard which such an estimate of it would imply. But it is undoubtedly both impressive in itself and important in view of the influence which its author, little known in his lifetime beyond a circle of the parochial narrowness of which he was painfully conscious, has come, long after his death, to exert upon the spiritual and intellectual life of Europe to-day. The present article, however, will not be concerned with the exposition or criticism of this or other writings of Kierkegaard, but with thoughts, more or less suggested by my reading of him, respecting the notion of God and its significance for philosophy. If his enterprise were successful, however, it would go far beyond the “rights issue” and would have a profound impact on all arguments raised in support of euthanasia or physician-assisted suicide.Clarke's major thrust might be termed the argument from posthumous (...) ignorance. He begins with a claim that the process of making a rational decision involves the process of “gaining all possible facts and `imagining' all possible consequences”. Eugenics can be defined as the use of science applied to the qualitative and quantitative improvement of the human genome. The subject was initiated by Francis Galton with considerable support from Charles Darwin in the latter half of the 19th century. Its scope has increased enormously since the recent revolution in molecular genetics. Genetic files can be easily obtained for individuals either antenatally or at birth; somatic gene therapy has been introduced for some rare inborn errors of metabolism; and gene (...) manipulation of human germ-line cells will no doubt occur in the near future to generate organs for transplantation. The past history of eugenics has been appalling, with gross abuses in the USA between 1931 and 1945 when compulsory sterilization was practised; and in Germany between 1933 and 1945 when mass extermination and compulsory sterilization were performed. To prevent such abuses in the future statutory bodies, such as a genetics commission, should be established to provide guidance and rules of conduct for use of the new information and technologies as applied to the human genome. This article documents and explores the relationship between Horace Epist. 1.5 and Ode 4.7, one a verse epistle, the other one of Horace's most magnificent odes, both addressed to a certain Torquatus. It first analyzes each poem individually in detail and then goes on to examine the overlap between the two in search of Horace's purposes behind the interaction. The epistle, an invitation to a convivium at the speaker's home on the evening before Augustus' birthday, deals with the importance of (...) self-discovery in a private setting where confidentiality is crucial. The ode pits this individuality against far larger spatial and temporal universals, and it reminds us of our mortality and of the loss of self that accompanies death. (shrink)

Marcel Gauchet spoke of the “eclipse of the political” during the neo-liberal era, but with the rise of populism he is now forced to speak of a “revenge of the political”. As the eclipse was discussed in terms of a new era of individualization, understood as the culmination of the “disenchantment of the world”, one has a right to ask what is the place of individualization in the era of the political’s revenge, particularly as, in the face of Covid 19, (...) the refusal to wear masks is couched in terms of the defense of individual liberties? In what is an immanent critique of Gauchet’s claims, individualization is considered under four rubrics: abstract individualization vs. concrete socialization; the dilemmas of recognition; rejection of alterity; and the loss of the sense of the social. The paper concludes that the “revenge” should be understood as a revenge of an “anti-political” politics. (shrink)

This article examines Claude Lefort's writings in order to think about the ‘social’, understood as separate from the political, and in its separation, as a strictly modern ‘phenomenon’. Prior to the modern democratic revolution, the collective order was presented through the representation of power, itself identified with both law and knowledge, and referred to a transcendent source. At a first moment, the modern democratic revolution, under the sign of the general will, renders power immanent. At a second moment, it separates (...) power from law and, above all, knowledge, such that three domains emerge, each with its own logic, its own notion of representation, its own divisions. The ‘social’, in a sense, arises between these two moments. At one level, it appears as an event in, and in consequence an object of, knowledge, once knowledge need no longer be, primarily, a knowledge of power or law, that is the enunciation of the principles by which the latter establish the order, coherence and sense of the world. At another level the ‘social’ emerges as a response to the difficulties presented by a strictly political representation of societal order–difficulties in no small part due to the revolutionaries’ inability to countenance the separation between the three domains. In this regard the ‘social’ appears as a presupposition that serves to stabilize an inherently conflictual political order. It is, however, an ‘empty’ presupposition, without determinate content, and therefore also a source of uncertainty. While this emptiness proves a stimulus for the construction of new savoirs, it also accounts for the fragility of all discourses that would speak in its name (social science, social theory, sociology).
